Montgomery County Intermediate Unit #23 A vacancy exists for a Human Resources Specialist to work at the Montgomery County Intermediate Unit in the Office of Human Resources.
The Human Resources Specialist - Onboarding & Compliance is responsible for assisting with the recruitment and hiring effort for all MCIU positions, including facilitating onboarding and offboarding, scheduling interviews, conducting reference checks, and maintaining all appropriate HR systems, technologies, and files.
The HR Specialist tracks all employment paperwork (e.
g.
, clearances, mandated trainings, certifications and licensures, other credentials, bonus payments, HR forms, etc.
) and audits personnel files to ensure compliance.
The HR Specialist also supports the HR Generalist/Coordinator with recruitment and hiring.
Qualifications:
Associates degree in a related field required.
Bachelor's degree in a related field preferred.
1-3 years of professional human resources experience required.
Prior experience in the educational or nonprofit setting strongly preferred.
Expertise (includes one or more of the following):
Professional approach to their work that includes very strong customer service skills.
Strong technology skills, including extensive use of Microsoft Office, Google, and Accounting/HRIS systems Specialized skills in area to be able to work autonomously as proven through work experience.
Knowledge of the principles and practices in accounting and human resources Strong organizational, communication, and customer service skills.
Ability to work in a team environment and to work effectively with people.
Ability to work under stress and with frequent interruptions.
Ability to establish and maintain effective working relationships with administrators and staff.
Ability to schedule time to meet deadlines, to communicate effectively, and to read and analyze written and verbal information.

Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI Duties &
Responsibilities:
Assist with the recruitment and hiring effort for all MCIU positions, including administrative, support, confidential, temporary, and substitute employees within assigned office(s).
This includes providing support to the HR Generalists with job requisition and posting, initial screening of resumes, interviewing, reference checking, and/or communicating with candidates, etc.
Facilitate the onboarding process for new employees, including meeting with the new employee, gathering employment paperwork, reviewing employment policies and procedures, providing information and resources, answering questions, etc.
Maintain and update all HRIS/Human Resources Information systems and databases (e.
g.
eFinance, Frontline Central, SharePoint site, Google Drive, Excel, etc.
) ensuring accuracy.
Enter employee information, make updates, review for accuracy, and generate reports as needed.
Create online employee forms and templates and update as needed.
Provide HR compliance support.
Track all employment paperwork (e.
g.
, clearances, mandated trainings, certifications and licensures, other credentials, bonus payments, HR forms, etc.
) in compliance with applicable laws and policies.
Track and monitor renewal cycles and ensure systems are updated.
Communicate with employees and candidates regarding deadlines and reminders.
Assists with the planning, coordinating, and/or attending recruitment events and career fairs.
Assist with the advertisement of all MCIU vacancies (e.
g.
social media sites, professional associations/organizations, job posting sites, universities/colleges, media/news, etc.
).
Process HR related forms, track completion, ensure payroll changes have been appropriately communicated, and HR systems are updated.
Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of Office of Human Resources and services performed.
Project a positive image and actively model the Mission, Values, and Operating Principles of the MCIU.
Support internal and external audits by pulling documentation and testing selections; as well as recommending process improvements that might yield to improved audit findings.
Serve as a back-up and support to other HR staff members.
Assists in preparing ad hoc data reports to the Director and/or Assistant Director.
Any and all other duties as assigned by the Director/Assistant Director of Human Resources.

The Montgomery County Intermediate Unit is located at 2 W.
Lafayette St.
Norristown, PA 19401.
Work Schedule:
Monday-Friday, 7 hours/day, 12 months (260-262 days/year).
Salary:
$27.
41/hour - $32.
